PRACTICE AREAS

Gingles, LLC, now in its ninth year of business, specializes in Administrative Law, Land Use & Zoning, and Government Relations and is certified as an MBE, pursuant to the Maryland Department of Transportation (MDOT) Minority Business Enterprise (MBE) Program. 

In his legal career spanning over twenty-five years, Mr. Gingles has worked on a variety of land development-government transactions, including special zoning legislation, sale and disposition of property, complex zoning and land development approvals, and providing public financing and other government assistance for private developments. 

Mr. Gingles formerly served in the Prince George’s County Government in multiple capacities and coordinated the County’s Minority Business Enterprise outreach with the private sector in the early 1990s

National Harbor (The Peterson Companies) 

Since 1995 and continuing with the formation of Gingles, LLC in 2003, Mr. Gingles has worked with County officials and local residents to address myriad issues including historic preservation, traffic and environmental concerns in order to obtain the necessary conceptual site plan and preliminary plan of subdivision approvals for National Harbor, the largest multi-use project on the East Coast.  In the ensuing years, Mr. Gingles’ persuasive arguments before local community organizations and County officials were pivotal in negotiating public financing, minority business issues, liquor licensing practices, and the subsequent addition of 2,500 luxury residential units not included in the initial plans

Konterra (Konterra Realty) 

Since 1994 and continuing with the formation of Gingles, LLC in 2003, Mr. Gingles has been engaged with the Gould Family on the development of Konterra, a 2200-acre mixed-use development situated on a in Prince George 's and Montgomery Counties, Maryland, straddling Interstate 95 near the Intercounty Connector.  Groundbreaking is expected in 2010 for the 132-acre core downtown portion of Konterra Town Center East.  Since 1994, Mr. Gingles has provided counsel on land use, zoning and legislative approvals resulting in development on hundred of acres that surround the Town Center including the Villages of Wellington and Wilshire, Konterra Business Campus and Konterra at Sweitzer.

The Town Center is envisioned to be the focal point of the Baltimore-Washington corridor, and will include a mixed-use town center, upscale retail and hospitality venues, technology campuses, educational institutions, and residential and business communities.  Mr. Gingles worked with County and State officials to obtain approvals for the Conceptual Site Plan, Preliminary Plan of Subdivision and a Detailed Site Plan for the 132-acre core, as well as assisting in the negotiation of millions of dollars in public and private transportation infrastructure required for the project.

MetroView at New Carrollton (Berman Enterprises) 

Mr. Gingles worked on the land use and zoning approvals which allowed for the development of Berman Enterprises' New Carrollton property "MetroView", which consists of two parcels totaling approximately 20 acres just steps from the New Carrollton Metro, MARC and Amtrak Station.  The site includes 1.6 Million square feet of office space and proposed new development of 2400 dwelling units, new ground floor retail, and a 500-room hotel. Berman Enterprises contracted with the Federal Government (GSA) to land develop Metroview and sell thirty acres to GSA for the vertical construction of a 1.2million square foot IRS facility that exists there today.  

In 2001, Berman Enterpises constructed a 325,000 square foot built to suit office building for Computer Sciences Corporation ("CSC") on a portion of their remaining lands at Metroview. When constructed, it was one of the largest Fortune 500 Company buildings in the region. In addition to working on land use and zoning approvals for this project, Mr. Gingles implemented processes to expedite the issuance of its permits and construction, which resulted in Berman Enterprises delivering the building ahead of schedule and on budget.

 

Mr. Gingles is a frequent participant on a variety of regional and local planning and development committees and forums and provides business and development analysis for the regional media and publications particularly on mixed-use development projects, trends and other related zoning and land use issues.  His primary focus area remains suburban Maryland.
